Google announced the Live Captions feature during Google I / O 2019, but little progress has occurred since then.
However, that may soon change, as, according to XDA Developers, evidence has emerged that Live Caption works on phone calls.

The feature uses three machine learning models on the device, allowing the tool to detect English speech and generate captions automatically.
The feature was originally launched on Pixel 4 and later made available for Pixel 3a, Pixel 3, Pixel 2, Samsung Galaxy S20, OnePlus 7T and OnePlus 8.
Activating the feature over a phone call will announce to all participants that the call is being transcribed for captions:
“Hello, the person you are about to speak to has call captions enabled. They will see captions of what you say to help them hear. ”
For now, due to restrictions in the API, Live Caption does not work with phone calls.
“Currently, the API on which Live Captions are based, AudioPlaybackCaptureConfiguration, does not allow you to capture audio from the voice call. However, it is possible that a new system-only permission added in Android 11 Developer Preview 3 will allow the feature to bypass this restriction ”.
There is no deadline for the resource to be launched.
